History

Arteche National Agricultural School was created by virtue of RA 3411 as Arteche Rural Agricultural High School on June 18, 1961. It started its operation on in Arteche on June 6, 1962 holding classes in the towns municipal building. In October of the same year, the school transferred to Sitio Talisay and on March 12, 1964, the school transferred to Sitio Liliwitan, where the Post-Secondary Agricultural Technology program was launched.

At the height of the insurgency in SY 1974-1975, the secondary classes moved to a new site at Sitio Libon, Brgy. Cadi-an, Oras, Eastern Samar. The worsening social unrest in SY 1975-76 caused the closure of secondary classes but later resumed in SY 1976-77 under a new Vocational School Administrator. The leadership expertise of the school administrators, sufficient funding and ideal location gained the school a more accelerated progress in terms of infrastructure and human resources development, in two decades. 

By virtue of Republic Act 7796, Arteche National Agricultural School became a TESDA-legislated school and offered a 3-year Diploma in Agri-business Technology as its Distinctive Area of Competence (DAC) in a one-hectare lot at Sitio Sabang, Brgy. Garden, Arteche, Eastern Samar donated by the Local Government Unit of Arteche. In 2000, the school offered another 3-Year Course in Food Preparation and Service Technology, leading to a Bachelor of Science in Hotel and Restaurant Technology producing graduates in two consecutive years.

With the rise of the New TESDA Paradigm Shift, ANAS implemented the Competency Based TVET (CBT) System where all program offering followed the CBT Principles, a training system driven by the industry defined Competency Standards. 

To serve more clients, an extension campus in Oras was opened in 2005 offering a 6-month Food and Beverage Service Technology course and some short-term and village technology courses.

In a span of almost two decades, the school gained various accolades including a Bronze Award in 2011 granted by the Asia Pacific Accreditation and Certification Commission (APACC) alongside winning medals in the Annual Provincial, Regional and Philippine National Skills Competition where ANAS brought home a Gold Medal in Carpentry in 2021.

By the offering of the Diploma in Agricultural Technology and Diploma in Hotel, Restaurant and Resort Technology, the school paved a way to some students to finish a bachelor’s degree thru a Memorandum of Agreement forged between ANAS and Eastern Samar State University where they proceed to Bachelor of Science in Agriculture and Bachelor of Science in Hospitality Management.

At present, the school is continuously delivering various TVET services in its three campuses in Arteche, Oras, and Libon offering 29 PQF Level V, WTR and NTR programs and 23 Accredited Competency Assessment Centers manned by 37 Regular Plantilla positions, 4 Casual Employees and 12 Job Order Employees.

For the last three years, the school was able to generate a total of 10.7M in 2022, 16.8M in 2023 and 2.1M as of May 30, 2024 from various scholarship programs like Universal Access to Quality Tertiary Education Act (UAQTEA), Special Training for Employment Program (STEP), Training for Work Scholarship Program (TWSP) and Tsuper Iskolar of DOTr.

Guided by its vision to become a Polytechnic College by 2028, the school targets to achieve key result areas in Programs and Services, Training Delivery Enhancement, Staff Development, Resource Generation, Infrastructure Development, Research and Development, Partnership and Collaboration and Image Building. Alongside its mission to provide quality training and certification programs and produce job-ready TVET graduates, ANAS will continuously work for the improvements of its services thru enrolment with various Quality Assurance measures like APACC, STAR Rating, Seal of Integrity and ISO. The school will also consider offering higher level qualification and another diploma program in other sector.

For future skills, ANAS would invest in teacher development through policy reform or programmatic approach and should focus on Identifying and evaluating the impact of emerging trends on teaching and learning and its implications on preparing TVET teaching staff for the future. Assessing the future role of TVET teachers and trainers to develop a framework of essential skills and competencies. Identifying and disseminating innovative practices in teacher and trainer development.

Maximizing the role of the TTI Advisory Council, the school will work to strengthen industry partnerships on Funding Support, Technology Research, Training Facilities, Industry Immersion, Curriculum Development, Supervised Industry Learning and Sponsorship for Resource Generation.

To cater more clients, ANAS offers various programs in Agriculture, Tourism, Construction, Metals and Engineering, Land Transport, TVET, Health, and other Social Services related courses in its 3 campuses serving the Municipality of Arteche, Oras and nearby towns. With its 4 major services namely: Instruction, Research, Extension, and Production, the school provides quality TVET services with the mandate and direction of the Technical Education and Skills Development Authority.
